When I put a DVD into my labtop, it won't play and Windows Media Player comes
up and a notification pops up saying it is unable to play the DVD. Why is
this happening?

what is the exact wording of the error?
it may be a scratched DVD are you sure you have a DVD player installed? and
not a CD drive?

I have faced this probloem (or a very closely related one?) several
times. After spending considerable time fruitlessly googling for
solutions, I discovered "VLC media player" which could the DVDs,
without any trouble at all. Available free at
http://ftp.free.org/mirrors/videolan/vlc/0.9.8a/win32/vlc-0.9.8a-win32.exe
I suggest you try it out.

you can also download CCCP it has mediaplayer clasic and includes almost
everycodec you need to watch anything.

WMP on pre Vista machines cannot play DVD's without an installed decoder.

Installing K-Lite, the worlds best codec pack, will install the necessary codecs to play DVD's.

K-Lite Mega Codec Pack ~20 MB (Freeware)
http://www.codecguide.com/features_mega.htm

Includes all codec's and Media Player Classic.

then you can disable WMP and use Media Player Classic which plays more types
of files than WMP without all the bulls**t

Actually, WMP can play everything that MPC can once K-Lite is installed. If you need me
to take a screenshot as proof, just ask.
