Why cant I jump to a web page using links in an email?

I cant jump from an email to a web site or page using a link in emails I
receive. I used to could just click on any link and immediately be taken to
the requested page. Now I hear a noise when I click on the link and nothing
happens. I need help correcting this problem.

I am using Outlook 2000. Windows XP
 
It's not being loaded in an IE screen which you had already running in the
background either?
Resetted your resetting already?
Tools-> options ->tab Programs
