Why are pages different?

I have 2 pages, both with tables at the top of the pages, and 3 images in
the table. No padding in the cells, and no other special formatting. I'm
not sure why the pages don't line up the same when you switch between them.

There's a slight shift at the very top when you switch between pages? Any
ideas?

TNG has an extra align="center" tag:
