Include page issues

I am including 1 html document in another by using
the 'include' option in FP2003. Lately it seems that
when I try to include a page, it duplicates the entire
page, including info before the point of insertion.

You can see what I mean by looking at:

Why is this happening?

FP2002 server extensions? Are all the patches and upgrades installed that
eliminate the duplication issue?

I am running the FP2002 extensions, yes. And all Win2k
patches have been applied.

Remove the include, save the page and close it.
Click Tools > Site settings click the advanced tab and then click Delete files.

Then do a Windows Search for files named *.tmp and delete all found.
Clear the Browser temporary internet and history files.
Reopen the page and reinsert the include.
Save and see what happens.

There is "extra" html after the include web bot that is not part of footer.htm.
