Why am I unable to send some email from outlook 2003?

For what ever reason, some normal text message will not leave my outbox in
Outlook 2003. The mail is to a trust address with simply text and a web link.
This has happenned enough times to realize that there is a problem. I have
rewritten the message in a new email, but I still can not send it?

I hope that this is not too vague, but I do not know how else to explain it.
 
What sort of mail account do you have (POP3, Exchange)? Do you get any
error messages when you try to send the message?
