Why am I having this problem?

I have been having a similar problem with the Dell (Canada) web site. I
can't access the "configure your system" pages. Dell has been no help at
all, and I haven't been able to come up with a solution, although I've been
checking all the newsgroups for a couple of weeks now. I've tried all the
spyware, virus, and firewall stuff but so far no luck at all.

For some Microsoft's reasons, I cannot get this website:

It is a genuine Dell's website from where I should be buying a new
computer with MS's operating system pre loaded. I have already applied
all the patches thus far including one from here:

Am I blacklisted because I buy lots of compueters with MS products
rather than Linux?
