Why always 2% possess in my network graphic show?

Uh, is your real question about why net use is 2% when you think it
should be 0%? If so, assuming you are asking about the network
display under task manager, then it is because something is using
the net. If you can't guess which app it is, you can search for
one of the network display apps, such as TCPVIEW or TDIMON at
www.sysinternals.com. Or, as a wild-arsed guess, turn off UPnP
since it sometimes generates lots of net traffic under XP.

If your question is why is net use a lousy 2% instead of the 100%
you think you've paid for and hoped for, then you should note that
100% is based on the peak bit rate of the 100 Mb/s NIC and LAN
cable that I assume you have, while 2% is a measure of the actual
datarate which is constrained by the DSL/cable modem to which I
assume your 100 Mb/s LAN is connected.
