Who is responsible for the Bluetooth Console / browser?

The Bluetooth console / browser lives so to say it's own life and is very
difficult to interact with. Besides that it has some bugs which I wish to
report, but unfortunately I do not know who is responsible for it - is it
microsoft or OEM?

Depending on your device, it may have either Microsoft's own Bluetooth
software or a third-party stack e.g. WidComm. It is the OEMs choice of which
they supply on the device. What device are you using?

I'm using a HP2210 which I think uses the Widcomm Bluetooth manager.

That is correct, HP use the Widcomm stack. Do you have the updated ROM for
the 2210, the v1.1 update included some Bluetooth fixes. With regard
programming the Bluetooth functionality, you'll need either Widcomm's SDK or
a third party one such as that available from www.high-point.com. The iPaq
SDK includes some very basic functionality for example to enable/disable the
bluetooth radio which you can call from .NETCF code:-
