Go to Control Panel, System, Advanced, Performance. Scroll down and check the box "Use drop shadows for icons labels on the desktop". If that's already checked, right click the Desktop, select Properties, Desktop, Customize Desktop, Web tab. Disable/uncheck any active web content.
I've done this now. The "Use drop shadows for icons
labels on the desktop" is checked and I disabled active
web content, but when I R-click my desktop and go to
Properties, under the desktop tab, it still asks me to
choose a color that seems to highlight the text
underneath the icons. I can't find a transparent option
or anything, what am I missing?

The only "transparent option" is the Use drop shadows setting in Peformance. Having ANY web content enabled on the desktop, overrides this setting.
