Where's the Photo Editor?

How do I access the Photo Editor?
I click on All Programs, Photo Editor. I get nothing. Right click on Photo Editor, click open. Nothing. I do get a shortcut along the bottom but it doesn't open anything
HELP!!

If you upgraded to OFFICE 2003 I think I remember reading
that they removed the old OFFICE Photo Editor.

You can get a better photo program called IRFanview
http://www.irfanview.com
It is free and does more than Photo Editor.
