Weird File Association on Windows XP

I can’t change the file assosciations for certain file types (JPG in
this instance) to programs other than the Windows Photo Editor. I’ve
opened a folder and gone through Tools-->Folder Options and changed
the program manually. Go back and double click on the icon and I’m in
Windows Photo Editor again. Delete the file type figuring that it
would ask me which program to associate with they file type... instead
just opens Windows Photo Editor. Right click and choose "Open
With.." and choose my program, but it opens in Windows Photo Editor.
Choose "Edit With.." and it will open in the correct program.

Any ideas?

Have you checked the Photo Editor options? There may be options for
file associations there.
