Where is my quota tab?

On XP Pro SP2, I want to set a disk quota for a specific user on a local
account. I am logged on as administrator but do not see the quota tab on the
volume that I want to set the quota on (or on any volume for that matter.)
Yes, my disk is NTFS formatted.

I've tried fsutil at the command line and only get these errors:

C:\Documents and Settings\myaccount>fsutil quota modify c: 4294967296
6442450944 username

Error: Access is denied.

Error: Overlapped I/O operation is in progress.

Open Group Policy...
Start | Run | Type: gpedit.msc | OK |

Navigate to >>

Local Computer Policy\Computer Configuration\Administrative
Templates\System\Disk Quotas\

Look over the settings.
