Default start menu navigation: Start -> Programs -> Accessories ->
Communications -> Fax

The start menu shortcut for the Fax Console runs:

%SystemRoot%\system32\FxsClnt.exe /new

If not present, did you check if it got installed? Someone doing a
custom install may have chosen not to include this software. Run the
Add/Remove Programs applet and chose the Add/Remove Windows Components
applet from there. Is the "Fax Services" component selected?

You'll need a data/fax capable analog modem in your computer.

XP: http://members.shaw.ca/bsanders/FAQFAX.htm

Vista (Business, Enterprise, Ultimate only):
http://windowshelp.microsoft.com/Windows/en-us/help/488ac4fb-7436-4a03-bb70-6ded839dd3c21033.mspx

If you have Vista Home Basic/Premium and you want to fax from your
computer, you will need a third-party faxing program that is compatible
with Vista.

You never bothered to mention WHICH version of Windows XP that you have.
There is more than one. The Home Edition doesn't include the install of
the Fax component by default. You'll have to install it mentioned in my
prior post, or read http://support.microsoft.com/kb/306550.

Click Start==>Run... then type (or copy/paste) "appwiz.cpl" (w/out
quotation marks) into the box, then click the 'OK' button.

In the left collumn, click 'Add/Remove Windows Components' then [check] Fax
Services and then follow the prompts.
I looked in accessories and the folder shows empty.
Is there fax in Vista?

Not sure.

He'll also need the XP CD handy when he installs the fax program. Once
installed, I go to the fax control panel and configure the fax to my liking.

If not installed, it needs to be installed from the XP installation disc.

In Home basic and premium - No. And all the third party fax utilities that
I have tried won't run under Vista.

(If anyone knows of one that does, do please post it here).

You've missed the best of the lot (but it's not free): Snappy Fax.
