You buy a license to use them and the retail version provides the media
(CDs) for you to install the software on your PC.
Beware that Windows ME may not be able to use the latest version (2003) - if
I recall correctly - since Windows ME has the Windows 9X heritage, and not
the Windows NT heritage.
Several different versions of Office 2000 are available, including
Office 2000 PRO, in case you also want Access, the database program
that this newsgroup is about.
