When will there be a more current release than 2003? I have an opportunity
to buy Office 2003, but I've heard that 2007 is due out soon.

All your Access 2003 databases should continue to work under Access 2007,
and you may want to spend some (significant) time and energy adjusting to
the (significant) changes in Access 2007 before launching into a development
project for a production application. So, investing in Access 2003 may not
be altogether a waste.
