When to use template instead of document?

I'm helping some people who need to have documents that all have the same
page number formatting within different sections. I am pretty sure that most
of them won't have time or patience or, in some cases, the rights on their
computers to download and save a template file, and then create their new
documents from that. What kind of trouble will I run into if instead of
giving them .dot files to work with, I give them .doc? Thanks!
 
They need to learn to use Word properly and that means to make use of
templates.
