locking some sections of a document/template

I'm preparing a document/template for MANY people to use (different skills
and "interest" in actually producing a doc that conforms to template) [this
will be my third attempt at a widespread template. Previous ones very
unstable.]. They'll need to modify some things, including the title/name of
the cover, however I don't want them to be able to modify other things
(headers, headings, bullets (appearance), fonts, and the like.
How do I go about protecting it? Should I use Properties? If so, could you
give me some tips, please?
