Is it a 'ball' mouse or optical? Maybe the surface you have the mouse on is
two smooth - opticals work best when they have an obvious pattern such as a
wood-grain type pattern fancy mouse pad.

I bought a Logitech V400 dual-laser "all-terrain" notebook mouse for my
laptop recently. It has this problem; Google shows other owners
complaining of the same thing. The problem is the mouse has brains and
turns itself off, to save its battery. It turns off too soon.
It's also a long way from being "all-terrain" (in theory able to cope
with use on eg a trouser leg) and fails to track on flat surfaces some
of the time. I now use it with a mouse mat and even that is iffy.
For 40 uk pounds (say, 60-70 dollars, not sure of the exact exchange
rate) I don't feel I got a good product, but when it's working it's
fine.
