When SP3 be available via Windows Update?

That appears to be the RC, not the final version.

Did you even bother to check the MD5?

No, just the KB article. Like I should check everything? No need for your
'even bother' remark.
 
I just integrated it into my SP2 disk, nlite reported it as 5512, which is
the RTM

If you would have bothered to actually download it, verify the MD5 sum
and then check it against the known MD5 sum you would have known that
it was in fact the final 5512 build. So yes, you SHOULD check
everything. The KB article is not going to reflect it being released
because, as of yet, it had not been officially released.
