It would appear that you can't open a PST that way. You must use Outlook's
File > Open > Outlook Data File command.

Try exporting it to a different format other than pst. Then use
import/export in Outlook. (File -> import/export)

It's more likely a problem with versioning - Outlook 2003 supports Unicode
pst's and when it exports, it exports to Unicode. Outlook 2002 needs the
older ansi format pst and can't read the outlook 2003 one.

He'll need to create an OL2002 format pst on the 2003 machine - file, new,
outlook data file - choosing outlook 97-2002 format, then copy the items to
it.

This would be because Windows only "casually" looks at the file and notices
its .pst extension. When you actually peek into the file with an app
(Outlook, scanpst, etc) the app notices the file doesn't conform to .pst
conventions/formats and complains to you.

Perhaps a dumb question, but have you re-exported and tried again? QN's
suggestion of Exporting the data to some other format is probably best.
