when i turn on my pc

when i turn on my pc it will load to the background picture with no desktop
and i am unable to activate the desktop other than restarting numerous times.
my pc is only 4weeks old

On desktop w/o normal view,press Ctr_Alt_Delete all @ same time,select
applications tab,new task,type:cmd exit task mgr,in cmd type:CHKDSK C:
That alone might get normal desktop,if not,install xp cd,exit the menu page,
in cmd type:Sfc /Scannow Once its thru,type:CHKDSK C: /F Agree,remove
xp cd,restart pc....

Then take it back to where you bought it from - you do have a warranty?

Visit your computers manufacturers support website to know how to restore
your computer to factory condition.Before you do this back up all data.
