When I Start My Explorer I am unable due to an error

I am unable to open my internet explorer due to an error
that occurs every time. This error is in iexplorer.exe
and in mo030414s.dll. This problem only occurs on users
other than myself on my computer. If you have any
suggestions on how to fix this problem please help.
