When I right click on the desktop, the menu is missing "Arrange Icons By"

When I right click on the desktop, the context menu is missing
"Arrange Icons By" as well as "New."

I can see the menu items in shell32.dll, but I don't know the route
they're supposed to take to appear.

Help! My icons are aligned to the grid and I don't want them to be.
