When I exit outlook I cannot reopen it for about 5 minutes

Each time I exit Outlook, a second outlook icon now appears in the system
tray with an X.
I then cannot reopen outlook by clicking anywhere, left or right. After
about 5 minutes, the icon with an x will disappear and I again can reopen
Outlook. This started about 10 days ago with no apparent cause. (Dell 630i
4 gigs RAM, Vista Ultimate 32, Office 2007.)

You cannot re start outlook untill it has fully shut down, the icon in the
sys tray indicates its not fully closed
Locate and run scanpst.exe, the repair tool, on your outlook data file (the
pst)
See if that helps, if not it will probably be an add-in that is taking a
while to unload

DL -- Your suggestions produced partial success, so thank you.
It is helpful to know what the icon plus X means. However, I cannot manage
to "run" scanpst.exe, neither in command prompt or in "run". I've tried
several approaches unsuccessfully.

I also deleted add-ins with some speedup in the time it takes for the icon
plus x to disappear.

SP2 was installed 10 days ago and the icon is gray? This is normal so you
can see if outlook is still running after you click X. It normally takes up
to a minute or two for outlook to exit. Disabling all apps that integrate
with outlook and uninstalling addins you don't use is the best way to deal
with it.
