When closed, how to make Outlook send Outbox emails?

I have third party applications that will put emails into my Outlook outbox.
I am using Quickbooks in particular, but the same thing happens in other
applications. Using IE6, I also used "Send" to email a web page and the mail
message is placed in my Outlook Outbox.

The problem is that it sits there until I open Outlook. I don't always have
it open because I use other mail tools. I have tried changing all of the
settings to do with Send/Receive, but nothing seems to have an impact.

How do I force Outlook to send the emails that are in the Outbox when
Outlook is closed?

There is not a program that exists that can operate when it's closed. Of
course Outlook will not send until you open it. It is not connected to the
Internet! If you use other mail programs, change your default program in
Internet Options, Programs. Make your mail program the one you have open all
the time. Or just allow Outlook to run all the time.

So tell me why Outlook Express performs and sends the email when it is closed.
