What's using my modem

My fax program which had worked for years has suddenly decided that it won't
work because it thinks another program is using my PCI internal 56K modem.

Needless to say, I can't work out what other process could be. I have a DSL
connection so it's not that and I haven't added any software recently that
might do it.

How do I see what process are using the modem?

I have already deleted and reinstalled the modem and the fax software; no
fix.
