Whats going on with the recycle bin ?!

A member of staff is having trouble with the recycle bin.
Everytime she deletes a file/files/folder/folders it goes to the recycle
bin, then the bin is emptied (as it should).
However, the next time the user logs in, the previously deleted items are
either back in the recycle bin, or back to their original location.

Any one know why this is happening ? and how to fix it ?

The local profile has been deleted/renamed and it still does it, we've tried
recreating the network profile, and that hasnt changed anything either.

You say "as it should," but that confuses me. Are you suggesting that the
Recycle Bin is *automatically* emptied whenever she deletes a file? If so,
that's not correct. Or is she manually emptying it each time?

Assuming that you mean the latter, the whole point of having a recycle bin
is to give you the ability to change your mind and easily get back a file
you deleted. For most people, that's a valuable safeguard, and it should
*not* be emptied each time you put something in it.

However, if for some reason she doesn't want that safeguard, rather than
deleting to it and then emptying it, she should either turn it off entirely
(right-click on it, choose propties, and on the Global tab, check the box
"Do not move files to the Recycle Bin"), or use Shift-Delete to delete an
individual item without putting it in the Recycle Bin.
