What to do when Word docs do not recognize the normal template?

When I open my Word blank doc, my cursor starts on the first line of the new
blank page. My normal template says to begin 1.00" from the top. I've made
sure the normal template has not changed. I've also tried the Detect and
Repair feature and looked to ensure that I'm up-to-date. Now what?

Tools|Options |View and near the bottom right, check Print and Web Layout
options white space between pages. You can also double click at the top of
the page. You should see Show white space with a double pointed arrow. Hope
this solves your problem.

Double-click not required; just mouse over the dividing line till you see
"Show White Space," then click. The single click is why it's so easy to get
into this fix in the first place. Supposed to have been changed to
Ctrl+click (or something) in Word 2007; can anyone confirm whether it has
been?
