This simply means that your computer cannot synchronize to a time
server. If your computer is directly connected to the internet, you
can specify another time server for your computer to use to
synchronize. Bring up a command prompt (Start->Run->Cmd) and enter the
following commands:

net time /setsntp:<ntp-server>
w32tm /config /update
w32tm /resync /rediscover

where "<ntp-server>" is replaced with an accessible ntp time server.

Does this Warning really matter? I have never noticed any adverse
effects. The time on my computer seems about right. If it was not I
would start looking for the cause by checking the BIOS battery.

The time settings really won't make any difference as long as the time
is within 5 minutes or so of the correct time. If you connect to a
domain, then authentications may start to fail if you get more than 5
minutes or so of time discrepancy.
