Is there a fix / patch for this?

It says to install a Service pack. Thats a waste of time, since XP SP3 is
installed.

And the hotfix above, is older than the one thats installed now

I'm getting the exact error thats on this site

And I dont use Standby, so I dont know why this error appears in the first
place.

Who is being used as the time provider? time.windows.com?

Try obtaining the patch from this post-SP3 KB article. It should help:
http://support.microsoft.com/kb/951531

Otherwise use a different NTP server for time.
