Back in the Win9X days, we had Winpopup that could be used
to send messages on the network.
We now have Win2K and WinXP clients. What replaced the
winpopup program?
Is there an easy way to turn it off, so students cannot
send exam answers to their friends?

Thanks!

I think the replacement is the Messenger service, not to be confused
with Windows Messenger.

There in none. The "messenger service" is built into the OS. There is no GUI utility, just
the command line utility "net send <parameters>"

Try Vypress Auvis ( http://www.vypress.com/auvis ) - it seems to be
exactly what you are looking for.
