What may be a problem if I can receieve mails but cannot send thr.

I have a problem to send mails through Outlook, but i can receive them. I
tried everything i read abt this problem at Outlook online help website, but
that didnt work. When i try to send mail through Webmail website of my
internet provider, it works fine. But why then it doesnt work with Outlook?
 
Do your outgoing mail server and authentication settings match those
indicated by your ISP as correct?
 
yes, it worked fine not a week ago.
the test account setting in accounts setup send the test message
there are no reported errors, but the message never makes it to the server
 
disregard, this seems to be isolated to the smtp server at road runner:
smtp-server.houston.rr.com
my godaddy account works, though slowly
 
Yea, those settings should be correct. this is what appear when i try to send
someone email:

Your message did not reach some or all of the intended recipients.

Subject:
Sent: 4/4/2007 4:51 PM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 4/4/2007 4:51 PM
550 Sorry, <[email protected]> is not allowed access from your
location

And i can send mails to people who also have same domain as me
(absolutok.net), but to any other mail adress is impossible
