double check to see if
you have a hiber.sys
file on the disk.

if not, then create one
and see if it engages
your hibernation feature
via the power control
panel.

Can you better define "does nothing"?

What is your process to get to the point where you think hibernation
should occur?

Power options is set to hibernate when power button is pressed. When I press
the power button NOTHING happens except the battery light flashes.
I have set the "Turn off..." to display hibernate, as well as the normal
"Turn Off" and "Restart". When I click Start then Turn Off then Hibernate
NOTHING happens except the window with the options closes.

Hiberfil.sys exists in C:\ and is the same size as total RAM.

Most systems only create the hiber.sys file when they actually hibernate.
They then delete it when they recover as it is the presence of this file
that triggers the recovery from hibernation when you boot. This is not
universally true as some BIOSes set an internal flag in the CMOS memory and
don't bother to delete the file.

Try deleting the hiber.sys file before hibernating. I don't think that this
will work because something is telling me that hibernation is being blocked.
Hibernation can be blocked by certain applications.
