I've never heard of Vista Ultimate Special Edition. If instead you mean
Vista Ultimate Signature Edition as can be found at

then the actual OS is the same as Vista Ultimate, only the packaging is
different (signed by Bill Gates).

Well, wrongly I wrote "Special" - - should have been "Signature"

Likely, you have read (below) John Waller's correct Response.

Also, the price is the same (sometimes less) <<intentionally I’ll leave that
phrase hanging as a dangling participle] while the major difference is the
beautiful wraper around that plastic case.
