There isn't a lot of difference. I suspect that this newsgroup should
actually only be a container for the "real" newsgroups, but people started
posting here.
This was the original sole Outlook newsgroup for user issues. When we
reorganized the groups back in 1999 I think it was, and added ones for
specific topics, general was created and the expectation was that this group
would eventually disappear.
However, NNTP groups take on a life of their own so it continues to get used
and therefore hasn't disappeared. This group and general are now used
interchangeably.
