What does IE consider the "local intranet"?

We have an internal web server running on our intranet but IE treats it as
if it is on the Internet. Attachment Manager blocks files from being
downloaded with the default IE security settings.

MS article #303650 might apply to your situation. You didn't mention
HOW you were addressing the internal web server (i.e., what URL or UNC
you were using).

Omit the domain for a UNC which requires going out to whatever DNS
server your host is configured to use. For URLs that are FQDNs but are
within your own network, add them to the Intranet zone. That's what the
KB article mentions.

You never mentioned whether you are running your own DNS server and
using it for local resolution or if you are using a DNS server external
to your intranet (i.e., your ISP's DNS server). Since your own DNS
server would resolve to internal IP addresses then you probably don't
have to bother adding your own internal domains to the Intranet zone.
If you are instead going out to some external DNS server then it
obviously won't have any lookups for the internal IP addresses of your
intranet hosts. If you have both internal and external DNS servers that
you use then you need to specify priority based on their order listed in
the TCP properties for your connectoid.
