What is max capacity of data CD?

I'm trying to burn data files on on a cd-r 90 blank (780 MB).
But the media size is detected as only 703 MB (both WinXP CD writing
software and Nero).
Is this a software limitation or problem with my drive, firmware, etc, or
the media is non-standard?

The drive is Optiarc AD-7170A DVDRW in external USB enclosure.
Media: SilverLine CD-R90, marked as 780 MB data or 90 min sound.

Nero should be able to "overburn" to 780 megs

so the media is either mis-identified by the manufacturer
or else may possibly be a limitation of your cd-burner

There is writing overhead on CD/DVD disks.

MB in advertising is not the same as MB in computer terminology (first
point.)

One can 'overburn' CDs - but that ability and its success or failure are
often determined by the brand/run of the blank media, the brand/abilities of
the CD/DVD writer, the version/abilities of the CD/DVD writing software, etc
(second point.)

In your case - you may just be running into a combination of those things.
