When ever I try to startup a program a msg box comes up that says
"insufficient resources exist to complete the requested service" also,
after I restarted the computer it says something like "jigaboo ownz
you". I think its a virus, but I can't startup any programs to fix
    this...PLLEEASE help!!!

Your system has been hacked, I suggest you format and re-install.

You could try cleaning up the system. If you don't feel comfortable doing
these malware removal steps then by all means take it to a competent
computer repair tech who has experience with malware removal. The other
option is to , do a clean install.

In any event you have to ask the question, how did I get infected?
