It's a bug and usually happens after making changes to your address book.
Just delete the file and yes it probably will happen again until MS puts out
a fix.

The "~" file is a copy of your Outlook Express address book. It is created
when you edit your address book (might also happen just by opening the
address book). You may safely delete it, but it will come back the next time
you edit your address book.
The solution that works for me is to right-click on the "~" icon, choose
"Properties", then the "General" tab, there you can place a check-mark in
the box marked "Hidden", then click on "OK". The file will still be in your
computer, but you won't see it on your desktop.
Microsoft knows about the bug, but don't hold your breath waiting for them
to fix it.

I tried posting this earlier, but more than 15 hours later it had still not
shown up. Here it is again. I apologize if this ends up being a duplicate
post.
