What folders do I choose to create child webs?

Anyone know how to create child webs and then explain to me where to go from
there in publishing the site? I have a site already published and it's gotten
to the point where the server times out and I was told that it's due to the
number of files I have and to create child webs within the site to increase
the publishing performance. Problem is, I'm a novice to the whole FrontPage
program and websites...so anyone willing to give me detailed explanation
would be great.

Does your host allow you to create and publish subwebs (many don't)?
