What does "Clearing your Cache" with Control-F5 mean?

What does "Clearing your Cache" with Control-F5 mean?
Someone said to do this and I am not sure exaclty what it
does. It seems to be something different than clearing
out your "History" or your temp files.

CRTL F5 is the key strokes to refresh the plate. To clear you cache, go to
Tools > Options > General tab. Click on Delete Files and Delete Cookies.
