What do you call the reciprocating "tracer" that races across your screen
when you first boot your computer? What is it a function of? And, what can
you do to shorten the number of revolutions? Is there any general rule of
thumb for the number of cycles it should take?

I norticed after a fresh install of Windows I had just seven rotations
before it moved on to loading my personal settings. Now, it takes in excess
of 25 cycles before it moves on. What is happening here?

You are referring to a progress bar that only shows that the computer is
still active and has not frozen. The longer delay is due to more things
being loaded, anti-virus programs, etc.
