What do this event log entries mean?

Hello:

I am running Windows 2000 Server with all the latest patched applied. This
is a new installation; prior to this, my laptop was running Windows XP and
because of the extent of support from vendors for some server products, I was
forced to fall back on Windows 2000.

My application log gets filled, rather rapidly, with the following three
events:

1. The configuration information of the performance library
"C:\WINNT\system32\ftpctrs2.dll" for the "MSFTPSVC" service does not match
the trusted performance library information stored in the registry. The
functions in this library will not be treated as trusted.
2. The configuration information of the performance library
"C:\WINNT\system32\w3ctrs.dll" for the "W3SVC" service does not match the
trusted performance library information stored in the registry. The
functions in this library will not be treated as trusted.
3. WINS Performance Monitor Counters could not get the WINS statistics.

Also, when I try to start my default web site within IIS Manager, I get an
error message, "Address already in use" and it does not start it.

Can somebody thorw light on solving these issues?
