Arbitrary reference numbers, created by a random generator so as to be
unique (with an exceedingly low chance of clashes) that are used for
cross references by programs through the registry, so that there is no
possibility of troubles from clashes of names or getting wrong versions
(later ones often having CLSIDs changed
It seems sometimes to be a good idea that has been allowed to run wild
