Western Digital Hard Drive issues on cold starting

I just purchased a complete computer system, from a
fairly
reputable company. Its a pentium 2.8 800fsb, 80gb
hardrive (western digital)
1 gb ram, nvidia 128 quadro video card, intel mother
board, 420 enlight power supply. The problem that I am
having is that I turn off my surge suppressor when I am
done using my computer for the day. (Belkin suppressor)
The next time I go to use my computer it wont boot up the
first time I power up. It stalls at the screen that shows
the keyboard detection and all the other stuff. I then
need to reboot. Then it works fine. This is a little
ridiculous. Has anyone had this problem? When it stalls
it at the point that shows the 1024 ram ,
keyboard,mouse,usb,at the bottom it has hit <f2> if you
want to run setup, press f12 if you want to boot from the
network. Thats it!!! On a good start, it will then flash
what I am assuming to be the hardware recognition.I am
wondering if anyone know of issues with XP's fast
starting? PLEASE Help.

Your hard drive is not set up correctly. If the company is reputable make
them fix it, you spent quite a few bucks on it, It's their problem. However,
if they sell you short, Make sure the jumper on the back of it is set to
master only, if it is the only hdd.The placement of the hard drive on the
80 conductor cables can be critical even with jumper on master, make sure
master is on connector labeled for 0 or master. In the bios set udma to
enabled, set hard drives for auto detect. Also check the ide cable for it.
If it is a flat ribbon cable make sure it is not neatly folded up and tied
like that. The shielding on these cables is minimal and any loops in the
cable like if it was folded back on itself will cause erratic hdd. If it
doesn't have them spring for the better round cables. They are shielded
better. This isn't an xp issue, you haven't gotten to xp yet. You aren't
very specific about the hard drive but if it has a high rpm, then it is
possible it has comeup to speed yet, if thats the case( but doubt it) some
bios let you set it so hdd has time to spin up.
