Western Digital External Hard Drive - Light doesn't turn off

Hello:

I have Western Digital External USB 2.0 Harddrive 80 Gig.
(http://www.wdc.com/en/products/Products.asp?DriveID=110&Language=en#jump11)
This doesn't require power. I can directly plug it into my PCs(XP Pro
on x86) USB port. It also works fine.

However, whenever I stop the device the blue led light on the device
still glows. Also I can feel some kind of vibrations from the device. I
am wondering if this is normal or once the device is stopped, it should
completely stop and shutdown.

Let me know if this is not an appropriate group to ask this question.

Far as I know, as long as power is supplied to the device, it will continue
running.
When you click on "Safely remove device", it just unloads the que to it, ie,
finishing all writes etc..
