I know how to turn on and off the welcome screen from within admin's control
pannel user groups but with the box either checked or unchecked windows loads
right into admin desktop, bypassing the welcome screen. How can I get
windows to boot to the welcome screen?

Go to Start -> Run and enter the following in the Open box.

control userpasswords2

On the Users page, put a check mark in the box next to "Users
must enter a user name and password to use this computer".
Click OK.
Reboot to see if you get the desired result.

Good luck

Thx for the response but I did find a solution after i left this forum. I
downloaded the TweakUI powertool from microsoft and one of the options was a
repair of the registry for this specific problem. FYI
