Welcome Screen vs Classic Logon Prompt

I cannot get the welcome screen to appear anymore.
Everytime I switch users it locks the computer and gives
me the CLP (Classic logon prompt) All 4 users have the WS
(Welcome screen) checked and fast user switching checked,
but all users have to be logged on at one time. I don't
know what has gone wrong. If anyone can give me help, it
would be much appreciated.
 
Has Fast User Switching and the welcome screen been set by the
administrator?
 
Do any of the users have Offline Files enabled? Enabling
Offline Files disables the welcome screen...
