How do I configue the Power Options for the XP Welcome
(logon) screen (time to wait for Standby or Hibernation,
etc.)

Control panel, Power Options not what you're looking for???

That works ok for an individual user; I'm referring to a
the setting the power options when a pc is just turned on
and is sitting at the Welcome Screen, before anyone has
logged on.
 
The only thing actually 'running' at that point in time in the OS. ie.
various services.
So if you would want to set anything at that point in time, you would have
to devise a way to have something like a registry 'update' automatically
running (unattended) as a service.
And then still, AFAIK these settings are user-related (contained in
HKCU\Desktop\PowerCfg), so for what user would you set them?
I'm not aware of locations in the registry that would relate to the system
itself.

The odd thing is that Windows will eventually go into
Hibernation mode while on the welcome screen - I'm trying
to figure out where the setting is that controls this.

Have you checked the Power Options in Control Panel?
On the Power Schemes tab there is a setting at the bottom that reads:
System Hibernates: possibly followed by a time period.
That would do it.

Located in the registry

HKLM\Software\Microsoft\Windows\CurrentVersion\Controls Folder\PowerCfg
