Welcome Screen on Start-up

Seems like a simple question but I have a new laptop that will not display the welcome screen with user logon icons at startup. I only have the administrator and guest accounts active. If I execute a "logoff administrator" then the welcome screen with icons comes up. How do I get the welcome screen to show with logon icons at boot up?

Hi,

Go to Start/Run and type in: control userpasswords

Change the Way Users log on or off. And check off both options.
